Why is some tea in Taiwan hand-picked and other tea machine harvested?

Hand picking is as much of a geographical necessity as it is a quality control option. Almost all tea grown at higher elevations are on slopes that are not conducive to machine harvesting and require hand picking, most tea grown at lower elevations is machine harvested. This also coincides with the fact that higher elevations generally produce higher quality tea leaves which warrant hand picking to achieve optimal quality.
